Labour promises every child “human right to creativity”

All children have a “cultural entitlement” to attend drama groups or other arts organisations, says Labour’s Shadow Culture Secretary Harriet Harman. If Labour wins the next election the pledge will be delivered by Arts Council England and local councils, but the commitment “won’t be based on more money.”
