Devon Music Education Hub is led by Babcock LDP as part of a joint venture with Devon County Council. We work with schools, practitioners and a range of strategic and delivery partner organisations to create all kinds of opportunities for children and young people in Devon to have an excellent, high quality music education. Supported using public funding from the Department for Education and Arts Council England, we are tasked with delivering the core and extension roles of the National Plan for Music Education.

This vacancy represents an exciting opportunity for a skilled and experienced manager with operational, financial and administrative expertise to join the team as our new Business & Development Manager.

About the role
• Develop, implement and maintain effective and efficient office based operational, financial and administrative systems;
• Support the financial resilience, income generation and fundraising initiatives of Devon Music Education Hub/Babcock LDP Music Service;
• Contribute to Devon Music Education Hub/Babcock LDP Music Service; strategy in line with Babcock LDP objectives, National Plan for Music Education priorities and Arts Council England funding requirements;
• Ensure all children and young people in Devon have access to a wide variety of high quality music experiences.

Major Tasks and Activities:
• Line manage Administrative & Facilities Coordinator and Instrument Technician to ensure the safe, efficient and professional operation of a busy office and workshop environment;
• Take responsibility for team development and staff CPD for administrative/instrument technician team ensuring a regular cycle of PDRs is undertaken;
• Oversee and support good communication with staff and clients, ensuring excellent customer care;
• Liaise with Music Leads to ensure data collection from schools and Devon Music Education Hub funded ensembles/organisations is efficient and effective;
• Work with Head of Devon Music Education Hub/Babcock LDP Music Service; and colleagues within Babcock LDP to ensure accurate financial records are maintained, producing quarterly management accounts for Devon Music Education Hub/Arts Council England reporting purposes;
• Lead and/or contribute to clear, measurable plans, budgets and performance targets;
• Promote musical events and opportunities to parents, schools and wider communities, to increase participation;
• Oversee the provision of instrument loan/hire to individuals, schools and Devon Music Education Hub funded ensembles/organisations;
• Interpreting and analysing financial and performance management information in order to contribute and influence service design and commissioning;
• Work closely with the Head of Devon Music Education Hub/Babcock LDP Music Service; to further develop fundraising and other income generation opportunities.

Key Accountabilities and Deliverables for the role:
• Contribute to annual Business and Action Plans which relate available funding to Devon Music Education Hub/Babcock LDP Music Service objectives;
• Establish and maintain robust and efficient operational and administrative procedures;
• Develop income generation and fundraising initiatives.

Role measures
• Systems are in place to ensure all aspects of the operational, financial and administrative management of Devon Music Education Hub/Babcock LDP Music Service are efficient and robust;
• Financial monitoring and planning arrangements are in place to support the sustainability and governance of Devon Music Education Hub/Babcock LDP Music Service;
• Quality assurance arrangements are in place, consistently applied and regularly reviewed;
• Procedures that comply with the requirements of Arts Council England are in place and in line with local practices and standards;
• There are clear and measurable plans in line with budgets.

Additional Key Accountabilities:
• Protect assets from unauthorized access, disclosure, modification, destruction or interference;
• Comply with the Data Protection Act 2018.

Sector Knowledge
• Knowledge of the role of Music Education Hubs in delivering the National Plan for Music Education;
• Knowledge and/or experience of the charity or fundraising sector.

Financial Responsibility:
• Manage the process of delegating funding to schools and Devon Music Education Hub funded ensembles/organisations, maintaining/developing relationships and liaising with stakeholders as required;
• Ensure that revenue generated from services such as CPD or instrument hire is accurately invoiced, collected and recorded;
• Ensure appropriate measures are followed for the commissioning of work and purchasing of resources, including musical instruments.

What do I need to do the role?

Qualifications or equivalent experience:
• Educated to degree level or equivalent qualifications/experience – essential;
• Outstanding organisational, administrative and communication skills – essential;
• Financial expertise and a proven track record in management, including managing budgets – essential;
• Relevant experience in a similar role – desirable;
• Relevant professional qualification – desirable.

Knowledge and Skills:
• Attention to detail with the ability to collect, process and analyse data, and compile reports – essential;
• Outstanding spoken and written communication skills with the ability to effectively liaise with internal and external agencies and stakeholders – essential;
• Outstanding IT skills, including a working knowledge of internet and social media as a means of communication and learning – essential;
• Active and varied CPD portfolio – desirable.

Essential experience:
• Proven experience of leading/managing a team with the ability to encourage, motivate and inspire;
• Experience of interpreting and analysing financial and performance management information in order to contribute and influence service design and commissioning;
• Experience of setting and achieving individual, team and organisational performance targets and standards;
• Success in raising standards and of developing and using performance data in securing service improvements.

Desirable:
• Experience of working with school leadership teams and/or governing bodies;
• Experience of working within the music education and/or wider arts sectors;
• Experience of developing income generation and fundraising opportunities;

Personal skills or an interest in musical performance
